Meet 2022 Silver Beaver Recipient Mary Carpenter Abe

Mary Carpenter Abe (Aah-bay) has been involved in the scouting movement since 1993 when her kindergarten daughter, Lynn, came home from school with a flyer and said, “Mom, can we go find out about scouting?” A meeting at Lynn’s elementary school led to 13 years as a Girl Scout Troop leader plus 3 years as Service Unit Manager.

In 1999, when son, Tom, was in first grade, Mary joined Boy Scouts of America as a Tiger parent and then as a Den Leader, equipment transport specialist, and eventually Committee Chair. In 2006, Dorothy Lanning recruited Mary to replace her as Unit Commissioner for units at Marvin Memorial United Methodist Church. Mary has continued in Commissioner service ever since, eventually becoming an Assistant District Commissioner in White Oak District. In recent years, Mary has specialized in Recharter activities.

Before her involvement with scouting, Mary worked as a mechanical engineer for the Department of Energy and U.S. Army Research Laboratory.  Her Bachelor of Science degree was awarded from Harvey Mudd College where she met her husband of 38 years, Dave Abe.

Mary serves as Director of Christian Formation, specializing in ministry to children, youth, and families, at St. John’s Episcopal Church in Beltsville, Maryland. She also has been active in PTA activities and leadership, filling such positions as volunteer coordinator, PTSA president, and cluster coordinator for Montgomery County Council of PTAs.

Mary’s life has been guided by doing her duty to God and country and helping other people at all times.

Meet 2021 Silver Beaver Recipient Carol Brown

Carol is a volunteer instructor for Fairfax County’s Community Emergency Response Team.  She also works with the Office of Emergency Management as an outreach educator for their Community Emergency Response Guide.

Carol volunteers with the Northern Virginia Audubon Society and the Fish and Wildlife Service as an ornithologist and wildlife biologist.  At the 2017 National Scout Jamboree, she developed and delivered the bird study program for the Nature at the Summit activity area.  Carol is a trained Hornaday advisor and is currently working with the distinguished Conservation Service Award Committee to develop guides and training for advisors and Scouts.  In 2020, she was awarded the Hornaday Gold Badge.  Both of her sons, Andrew and Alan, are Eagle Scouts who earned the Hornaday Badge.

Carol is currently an assistant Scoutmaster for Troop 1853 and is an instructor for Introduction to Outdoor Leader Skills, Outdoor Ethics, Leave No Trace, and Tread Lightly courses.  She is a graduate of the Wood Badge program.  She has been on staff at the Klondike Derby for six years.  She will be joining the Powder Horn staff for 2021.  She joined the Merit Badges At Home program for the National Capital Area Council in 2020 and counseled the Safety merit badge for over 100 Scouts.  Carol is the Old Dominion Chapter’s Order of the Arrow advisor for health and safety.  She became a Vigil Honor member of the Order of the Arrow in 2016 on a very cold November night in Maryland.

Meet 2021 Silver Beaver Recipient Timothy Cline

Timothy is an Eagle Scout, Bobwhite, Cubmaster, Lone Scout Counselor, district vice chair of membership, Accenture Senior Manager, and most proudly a husband and father of seven aged 18 to 4.  He met his future wife, Sonja, in 1998, while working at Colonial Virginia Council Camp Chickahominy.  Married in 2002, they have seven wonderful children – Anna Sophia (American Heritage Girl Stars and Stripes), Adrianna (Tenderfoot), Albert (Life), Cecilia (Tenderfoot), Dominik (Webelos), Christopher (Wolf), and Linnea.

Tim started Scouting in 1984, joining Cub Scout Pack 21, in Hampton, Virginia as a Tiger Cub through Arrow of Light.  With Troop 21, Tim earned his Eagle Scout in 1997, and is a member of the Order of the Arrow.  As an adult, he has served as an assistant Scoutmaster, Cubmaster, Lion Guide, district Lion Champion, district vice chair of membership, University of Scouting instructor, merit badge counselor, archery instructor, and Lone Scout counselor.  He earned the district Award of Merit and completed his Wood Badge in 2019.  Outside of Scouting, Tim has volunteered as church youth group teacher, soccer coach, Little League, American Heritage Girl High Adventure lead, local service projects, and swim team photographer.

His professional career began in 2002 after earning a Bachelor of Science in Computer Science from Christopher Newport University.  He joined Accenture’s Federal workforce in 2003 and specializes in large-scale systems, applications, and products and application security implementations.  He is currently a senior manager and has earned his Project Management Professional, ICAgile, and Certified Information Systems Security Professional certifications.

Meet 2021 Silver Beaver Recipient Ann MacPhail

Ann is a proud graduate of Mount Holyoke College and the University of Southern California’s School of Dentistry.  There she worked with the children’s mobile dental clinic, and is a founding member and director of the USC SoCal VoCals, a cappella group.  She completed a general practice residency at Los Angeles County and USC and served on faculty at USC and UOP.

In 2011, Ann received an Alumnae Medal of Honor from Mount Holyoke College for service as an Alumna Admissions Representative, development volunteer, and club officer.

Cub Scout Pack 194 named her Scouter of the Year in 2015.  She earned her Wood Badge in 2017 and became an assistant Scoutmaster in Troop 2535.  She became the Chain Bridge District Vice-Chair of Membership in 2017 and received the District Award of Merit in 2018.  She enjoys helping at district events like the Cub Camporall, pinewood derby finals, and the Alonzo Stagg Hike.

Ann and her husband own a recording studio in Arlington.  She enjoys her flexible second career as a voice actor.  She is often found dancing around to stay warm while scorekeeping for her son’s ice hockey team.  Ann also volunteers with the Virginia Medical Reserve Corps at vaccination clinics.

Ann’s husband is a former Cubmaster and permanent pinewood derby emcee.  They have two sons: a Life Scout and a Star Scout.  Ann is honored to be a second-generation recipient of the Silver Beaver Award.

Meet 2021 Silver Beaver Recipient Richard Harrington

Rich first joined Scouting as an 8th grader in Chicago’s suburbs in Troop 223 in the Calumet Council.  Rich was an active Scout and achieved Eagle Scout.  He enjoyed his time as a member of an Outdoor Adventure Exploring Post.

Rich was active with the Order of the Arrow in the Michigamea Lodge.  He served on two National Order of the Arrow Conclave staffs and is a Vigil Honor member.  Rich also served on waterfront staff and as Camp Tamarack’s Scoutcraft Director in Michigan for four summers.

Rich returned to Scouting when his son enrolled in Cub Scouts, first serving as Tiger Cub den leader.  He then served as a den leader, assistant Cubmaster, assistant Scoutmaster, and Scoutmaster for Pack and Troop 1533.  He currently is the Venturing Advisor for Crew 2188.

Rich serves as a merit badge counselor for many youths and a member of the Patriot District Committee.  He also enjoyed serving as an assistant Scoutmaster to the World Scout Jamboree in 2019.  He currently serves as the vice president of Marketing and Communication for the National Capital Area Council.

Outside of Scouting, Rich works in the video and photo industries.  He is involved in hands-on productions at RHED Pixel and serves as an industry speaker and author.  Rich enjoys traveling the world but loves to spend time with his family.  Rich is incredibly proud to be the father of two Eagle Scouts – Michael and Colleen.  He also is thankful to his supporting wife and true love, Meghan.

Meet 2021 Silver Beaver Recipient Mary Carson

Mary has always enjoyed working with youth.  As a teenager, she volunteered for vacation bible school, worked with summer youth programs and taught Sunday school.

In 1989, Mary became a Peace Corps Volunteer in Kenya, East Africa as a secondary school teacher in the foothills of Mt. Kilimanjaro.  She later moved to Dar es Salaam, Tanzania, and worked at the local University and then moved to Senegal, West Africa.

In 2004, Mary returned to the United States and settled in Silver Spring, Maryland.  She gave birth to a third son and became active again in her local church.  When her oldest son could join Cub Scouts, she quickly found her passion of working with youth in an admired and respected character building organization.  She served as den leader for all three of her sons and soon became the Cubmaster for Pack 96 of The Peoples Community Baptist Church.

For several years, she served as popcorn kernel and volunteered for district day camp.  She also served as an assistant roundtable commissioner.  Mary stayed with her first love, the Cub Scout pack, even though her youngest had bridged over to Boy Scouts.  She has received many awards for working with her pack, her church, and the school.  She eventually joined her sons in Troop 96.  She enjoys working with youth and helping to develop their character through their faith and strong organizations.
